TNZ Refereeing Grading Policy

 

KYORUGI AND POOMSAE OFFICIALS (Referees and Judges)

A formal Taekwondo New Zealand Kyorugi referee (includes corner judges) and Poomsae referee (formerly known as Judges) certification programme will ensure a consistent and high level of skill, and ensure there is a pathway available for officials to progress from local (Grade 4) through to World Taekwondo (International Referee).

Skilled officiating is a fundamental requirement for strong domestic competition, which Taekwondo New Zealand sees as a foundation element needed for international competitiveness.

TNZ oversees the delivery of two events each year- the TNZ Open and the TNZ National Championships. These are considered New Zealand’s premier events. To ensure these events are run to an international level, TNZ is required to provide skilled officials.

The system to be put in place is a 5-tiered system, reading from top to bottom as:

WTF registered International Referee

OTU/TNZ Certified Grade 1

OTU/TNZ Certified Grade 2

OTU/TNZ Certified Grade 3

OTU/TNZ Certified Grade 4

Oceania Taekwondo Union – Continental Union for our region

Certificates issued by TNZ are valid within New Zealand. An OTU certificate is valid worldwide. Officials are recommended to hold both certificates, but this is not mandatory.

Expiry

Certificate will remain valid for 2 years after which it will have to be renewed or upgraded.

REFEREE MONITORING SYSTEM

The system to be implemented for TNZ by the Referee Co-ordinator is based around feedback. The Referee Co-ordinator will receive/seek feedback from Tournament Directors, and Referees on the performance of the TNZ Registered Officials operating at the tournament. As more tournaments are attended by individual TNZ Registered Officials, more experience is gained. As experience increases, so (hopefully) does the skill level of the official. Hence, privately by the Referee Co-ordinator, points are awarded and accumulated over time against the individual official. The raising of the skill level is therefore reflected in the points accumulated.

MOVING BETWEEN THE GRADES

Moving through the grades is a combination of points, observation by the Referee Co-ordinator, and seminar attendance (staying up to date). Points are used as a way of assessing tournaments attended and officiated.

ACKNOWLEDGMENT OF AN EVENT STATUS BY THE REFEREE CO-ORDINATOR

The Referee Co-ordinator must be able to constantly, and freely, assess the officials registered with Taekwondo New Zealand. As some tournaments are poorly run, the ability to grade tournaments for points allocation must be present.

The event must be an Open event (Open to all TNZ registered athletes)

TNZ Officials present refereeing/corner judging the Kyorugi/Poomsae

TNZ Grade 1 or WTF IR present to oversee Kyorugi/Poomsae

Events are grouped into 3 categories:

Grade  3:      Regional events.

Grade  2:      National Body events OR International events that are not WTF sanctioned events

Grade  1:      TNZ or OTU/WTF sanctioned events

POINTS FOR OFFICIALS

Points are earned by the (full) hour officiating:

Grade  3:      2 points per hour

Grade  2:      3 points for Corner Judging, 5 points for Refereeing

Grade  1:      3 points for Technical Assistant, 5 points for Corner Judging, 10 points for refereeing

REFEREE UNIFORM

In the event that no uniform is provided, the default uniform is:

  • White shoes (preferably martial arts shoes)
  • Black long pants (not tracksuit pants or jeans)
  • White collared business shirt (long or short sleeve)
  • Black tie (preferably the TNZ Referees tie)

CLASS SYSTEM

 

4TH CLASS REFEREE = D4

This qualification will qualify members to officiate at club and regional level tournaments.

Requirements;

  • Red belt (Keup 2) or higher and aged 15 years or above.
  • Attendance at full day course including passing practical and theory exams.

3RD CLASS REFEREE = C3

Qualifies referees to officiate at all regional level tournaments, and at national events. Experienced 3rd class referees can be considered to referee/judge coloured belts at national level events.

Requirements;

  • Attained a minimum of 25 TNZ Ranking points
  • Minimum rank of Keup 2 or higher, aged 17 years and over.
  • Must pass course/seminar requirements.
  • Must have satisfactorily judged at least 4 regional tournaments and have completed a minimum of 24 hours total mat time
  • Must have attended at least one refresher course.
  • Must have passage of a minimum of 1 year since obtaining 4th class.

2ND CLASS REFEREE = B2

Qualifies referees to officiate as referee/judge at all regional and national level tournaments.

Requirements;

  • Attained a minimum of 50 TNZ Ranking points
  • Must have minimum rank of 1st Dan black belt.
  • Must pass course/seminar requirements.
  • Must have refereed and judged at least 4 tournament events after obtaining 3rd class and have completed a minimum of 48 hours total mat time.
  • Must have attended 2 referee seminars or Taekwondo New Zealand courses.
  • Must have passage of a minimum of 1 year since obtaining 3rd class.

1ST CLASS REFEREE = A1

Qualifies referees to referee/judge at all regional, national and selection level tournaments. Qualifies referees to be eligible to attend international level courses (e.g. WT international Referee). This also allows referees to officiate tournaments overseas as and when invited.

Requirements;

  • Attained a minimum of 100 TNZ Ranking points
  • Must have minimum rank of 1st Dan black belt.
  • Must hold a Kukkiwon Black Belt.
  • Must have satisfactorily refereed and judged at least 10 tournaments including either TNZ Open or TNZ Nationals and have completed a minimum of 60 hours total mat time.
  • Must satisfactorily complete 2 referee seminars delivered by TNZ or OTU.
  • Must have passage of a minimum of 1 year since obtaining 2nd class.
